If you ask a local expat in Malta where they'd go for a relaxed, reliably good dinner with atmosphere — Agora in Ta' Xbiex comes up again and again. It's become something of an institution on the island, and after several visits, we can tell you exactly what to expect.
What Is Agora?
Agora sits on the seafront in Ta' Xbiex, one of Malta's quieter, more residential towns just across the water from Valletta. Despite its name sounding vaguely Greek, don't be fooled — this is very much a Turkish-inspired restaurant, with a menu built around meze, fresh fish, and grilled meats.
Think of it as a little piece of the Eastern Mediterranean transplanted onto a Maltese waterfront. The atmosphere leans casual-Mediterranean: the kind of place where you might linger for three hours without realising it.
The Food (14/20)
The menu is the real draw. The meze selection at Agora is genuinely excellent — and at €5 each, it's some of the best value on the island.
Standout starters:
- Baba ghanoush — smoky, well-balanced, served with warm bread
- Hummus (plain or with beetroot) — better than anything you'll find in a supermarket in Malta
- Ezme — a spiced tomato and pepper dip with a good kick
- Haloumi at €9 — a classic, well done

For main courses, the fish is the focus. Grilled options at €19 are consistently fresh. There are also kebabs and meatballs for meat lovers, a rib eye at €22, and — for those celebrating — a grilled lobster at €39.
Portions are generous. If you go to town on the meze (and you will), go easy on the mains.

The crowd is a relaxed mix of local expats, Maltese regulars, and savvy visitors who've been tipped off. It's not dressy — smart casual is the vibe — and the noise level is comfortably high without becoming impossible.
The setting channels the islands of the Eastern Mediterranean: warm lighting, outdoor seating, and the gentle background of Ta' Xbiex Marina. If you're visiting Malta and want somewhere that feels genuinely local (not a tourist trap), this ticks that box.
We score atmosphere 8/10 — it's one of the best in this price bracket on the island.
The Service (8/10)
The staff at Agora are friendly and engaged. The menu requires a bit of guidance — some items aren't explained in English, and staff will happily walk you through everything if you ask. Expect to ask a lot of questions; that's part of the experience.
The boss keeps a keen eye on things, which shows. Service is attentive without being intrusive. For a restaurant at this price point, it's above average.

The Wine List
Not the strongest aspect of Agora, but it's functional. The list skews Italian and French. You'd do well to stick to bottles in the €20–€35 range — there are solid options there. Some of the Greek wines popular in Malta aren't yet represented, which feels like a missed opportunity given the menu's direction.
Is Agora Worth It?
Yes — especially for the meze and the atmosphere.
Agora isn't going to compete with Malta's fine dining scene, and it doesn't try to. What it offers instead is something harder to manufacture: genuine warmth, reliable quality, and a sense of place. The meze alone are worth the trip, and the seafront setting turns even a quiet Tuesday into an occasion.
