Ocra Restaurant Żebbuġ: Malta's Best-Kept Secret? Honest Review
Location: Żebbuġ, central Malta | Cuisine: Italian / Roman-inspired | Price: €€€ | Our Score: 29/40
Some of the best restaurants in the world are hiding in plain sight in village centres, with no social media presence and no Michelin inspector in sight. Ocra in Żebbuġ is one of those places. Locals know it. Expats in the know know it. And after visiting several times, we're ready to make it official: this is one of the best restaurants on the island.
What Is Ocra?
Ocra sits in the middle of Żebbuġ — a large village in central Malta, not the kind of place tourists typically end up. The restaurant is up a flight of stairs above the village street. There's no fancy signage, no valet parking, no Instagram-optimised interior. What there is, is Chef Paulo.
Like many great chefs, Paulo's cooking is rooted in memory — specifically, his grandmother's kitchen. But this isn't simple comfort food dressed up and sent out. He shows genuine inventiveness alongside strong technique, and the results are consistently surprising for a restaurant at this price point.
The Food (15/20)
The starters are the reason to come to Ocra. Order several, tapas-style. You won't regret it.
Must-order starters:
- Fish carpaccio with coconut gel and almond (€19) — the standout dish on the menu. Unusual, precise, and genuinely exciting.
- Deep-fried panzerotti with smoked scamorza and 'nduja salami (€10) — a gloriously indulgent Italian pasty. One of the best bites in Malta.
- Fassona beef tartare with black olive powder (€18) — technically accomplished, clean flavours.
- Bruschetta of Italian sausage with celeriac cream (€13) — simpler but well-executed.
Seasonal highlight: If artichokes are in season, the spaghetti with artichoke carbonara (€16) is non-negotiable. It's the dish that best captures what Ocra is about — a familiar format made extraordinary through quality ingredients and care.
Main courses are more straightforward: ribeye at €32, fish fillet at €27. Good, but the starter section is where Paulo's personality comes through most strongly. The exception is involtini di verza ripieni — slow-cooked pork stuffed in cabbage at €23 — which is deeply satisfying on a cooler evening.
Food score: 15/20 — the highest food score we give to mid-range restaurants. The carpaccio and panzerotti alone are worth the drive.
The Atmosphere (6/10)
Ocra is not a beautiful room. Bare floors, bare tables, exposed walls. There's a terrace that must be lovely in summer, but inside it's functional rather than charming. The crowd is exactly what you'd want — local food lovers, groups of friends, couples who've discovered the place.
Noise level is lively but not deafening. Don't go expecting romance unless you're on the terrace.
Atmosphere score: 6/10 — solid for a village trattoria, don't come expecting a candlelit palazzo.
The Service (8/10)
Francesco runs front of house with warmth and efficiency. He'll explain every dish, steer you away from mistakes, and make sure glasses are full. For a small restaurant in a Maltese village, this is genuinely impressive service.
Service score: 8/10.
The Wine List
Italian, concise, and well-chosen. Start with a Pecorino or Grillo in the low €20s — both work beautifully with the seafood starters. Among the reds, look for the Occhipinti SP68 — a natural Sicilian red that's a gem at this price point.
Is Ocra Worth the Drive?
Absolutely yes.
Żebbuġ is 20 minutes from Valletta, 25 from St Julian's. The drive is entirely unremarkable — but what you find when you get there is one of the most honest, creative, and enjoyable meals you'll have in Malta. The carpaccio alone would get us back.
One warning: park before you walk into the village centre. The streets are narrow, there are no pavements, and locals drive them at alarming speeds.
Our verdict: 29/40 — the food punches above its weight class. One of Malta's essential restaurant experiences.
